  You may be aware that the CRTC issued a new policy framework for television broadcasting on October 31, 2008. We believe that the new framework works strongly in our favour on a number of fronts.

  • We have applied for 9(1)(h) status – mandatory carriage and mandatory wholesale subscriber fee – this has been reinforced and enshrined in the new digital framework.

  • Cable and satellite providers will be required to carry 9(1)(h) networks as part of their basic package in the new digital universe.

  • Our application will require a number of relatively simple amendments and we will proceed immediately to undertake these and to press the CRTC to process our applications without further delay. Our applications were filed over a year ago (December 3, 2007).

  • A number of follow up and related proceedings have been listed by the CRTC for hearings to be scheduled at some point in the future.   • As part of the new regulatory policy, the CRTC is proposing to deregulate the mainstream sports networks (TSN, RDS, and Sportsnet). In other words, once the new digital framework is implemented in 2011, these networks will no longer have conditions of license requiring them to broadcast a minimum quota of amateur sport hours.

  • Since amateur sport content is expensive to produce and with their obligations removed, we believe these mainstream sports networks will substantially reduce their coverage. Therefore, it is even more important that YOU and the CRTC understand our proposed networks are the only viable option in the future to broadcast Canadian amateur sport.
